This error occurs together with:
Could not open C:\PROGRAM
and
Cannot access directory.
Paradox 9 experts folders don't contain the Paradox.lck and pdoxusrs.lck files that exist in Paradox 10 and Paradox 11. Add those files to Paradox 9 Experts folders.
