The problem of ASCII data being imported, where time data between midnight and 01:00 was confused by Paradox with time between 12:00 and 13:00 appears to be a matter of a configuration setting. I telephoned Paradox help line and was advised to use the BDE CONFIG utility, and there under the Paradox Driver change "TWELVEHOUR" to FALSE. After restarting Paradox, this appears to have solved the problem.
