1 Make a new document. 400*150
2 Fill the background with black.
3 Take ur "Pencil Tool" and play around with some brushes. You can find some brushes under "downloads".

4 Make a 3 px border around the picture, with matching colours.
Which you can find a tutorial for it here.
5 Take a picture that you like and cut it out and paste.
And you are done. Very simple and it turns out to be good.
