1 Open up the image you want.
2 Create a new layer. (Alt+Ctrl+Snift+N)
3 Fill with black.
4 Filter> Noise> Add Noise. (Amount: 90 Distribution: Gaussian Monochrmoatic: Checked)
5 Filter> Blur> Motion Blur. (Angle: -60 Distance: 15)
6 Play around with "Blending mode" so you can get it how you want. I used "Screen" for this image.
Now you're done.
