1 Make a new document 5*5 px. Transparent.
2 Zoom in to 1600% so you can see better.
3 Select the "Pencil tool" with 1 px.
4 Draw lines like this:

5 Select the entire Area by pressing CTRL + A and go to Edit> Define pattern.
6 Open up a image, create a new layer, select your "Paint bucket tool", select pattern for the fill type and fill the layer.
7 Play with the "Opacity" to get a better picture.
This was a bad picture but it works.
