1 Make a new document. 500x 200.
2 Go Filter> Render> Clouds
3 Filter> Render> Difference Clouds
4 Filter> Artistic> Plastic Wrap (Default Settings)
5 Filter> Brush Strokes> Accented Edges (Default Settings)
6 Filter> Sketch> Water Paper (Default Settings)
7 Duplicate the layer
8 Filter> Brushstrokes> Ink Outlines (Default Settings)
9 Merge down the layer
10 Filter> Distort> Ocean Ripple (Default Settings)
11 Duplicate the layer then
12 Filter> Sketch> Chrome and then set the blending mode to multiply and merge down.
13 Change the hue/saturation to a nice color.
14 Duplicate the layer
15 Filter> Distort> Spherize (100%)
16 Change the layers blending mode to screen.
And now you're finished.
