1 Open up the image you want to change the eye color on.
2 Zoom in to the eyes.
3 Take the "Lasso Tool" and draw around the eye.
4 Press Ctrl + U to get "Hue/Saturation". Play around with the color so you get the color you want.
This was a really bad picture choice, but it works.
