1 Make a new document. 500*500
2 Go Filter> Render> Diffrent clouds.
3 Go Filter> Blur> Radial blur. Do this twice. (Amount: 50 Blur Method: Zoom Quality: Good)
4 Go Filter> Stylize> Solarize.
5 Open up a image and paste it. I used this one.
6 Change "Blending Mode" to "Darken".
7 Merge down. (Ctrl + E)
8 Duplicate the layer.
9 Go Filter> Distort> Zigzag. (Use the settings that you think look best)
10 Change the "Blending Mode" to "Screen".
11 Merge down. (Ctrl + E)
And you are done. Make a better looking background of another image.
