Vice-Chancellor Rab wrote this a long time ago, for the back then current senate. NI worked quite differently back then, but the guidelines on a Senator's (Consul's) Responsibilities and Behaviour is still quite accurate.
Responsibilities
a) Forum Moderator - Keep every topic thread as clean as possible. Archive old threads and ones that have no further use.
b) Mediator - If two or more members are in conflict, become a mediator and make peace. Arbitration is a last resort as it usually leaves both sides still angry.
c) Availability - As a Consul, you must try to make yourself as easy-to-access as possible. This means activity is a big yes-yes.
d) Diplomacy - All Consuls will at one point or another have to act as a diplomat to resolve a utopia-related problem. Therefore, you must be well equipped with diplomacy skills and expect to use them, whether you like to or not.
e) Leader - You are now a consul or in other words, a leader, so get used to it and start acting like one. Take the initiative, make yourself well known in the NI community, spread your wings and fly like a bird :). As a leader you'll be expected to... yes you guessed it, lead. Whether you'll be assigned to be head leader, vice leader or just the supervisor and/or advisor, be sure you are ready.
f) Work - Occasionally things will be posted in the high-council forum that someone needs to do. Do them.
g) Privacy - It is a responsibility of every Senator to keep high council-related information within the high council thread.
h) Talk to the members, ask how they are doing and all, and take your time to make a chat. Pretend like you give a damn; maybe even send messages other than the typical lol, heh, and Okays.
Behaviour
i) Don't whine, act mature and try to solve problems in a mature way.
j) Don't act superior to the members, don't think you're better than any low ranked member, admit that even a consul can be wrong, don't be stubborn.
k) Never do anything or say anything that will damage the ego of our members (or make it very indirect because sometimes you do need to put them in their place).
The NI leadership contains 5 different ranks, Emperor, Consuls, Head Diplomat, Kingdom Representatives and Quaestors, each with different rank descriptions. The NI senate is also divided into two parts, The High Council and The House of Kingdoms. The High Council has the voting power in the alliance and a vast majority vote (100%) by The High Council must occur to overrule the decisions by The High Council.
The High Council
The Emperor
The Emperor holds the outmost responsibility in the alliance. It's his job to make sure that
everything in the alliance runs smoothly. He is also the alliance's public face.
The Consuls
The Consuls' job is to take care of the daily running of the alliance, as well as monitoring the
progress of the NI kingdoms.
The Head Diplomat
The head diplomat is in charge of Nex Imperio's Diplomatic issues. He is also the one to handle more
important alliance based diplomatic cases.
The Quaestors
Application Quaestor:
The Application Quaestor interviews each and every province applying to NI and decides the outcome
of every application to Nex Imperio. He might also have a few Primus Pilus working for him. He is
also in charge of the detection of potential spies.
Server Commanders (Quaestor)
The Server Commanders are in charge of the military actions within NI. They make sure that military
support is issued where military action is due. They also help monarchs find fake-war targets as
well as hostile and peace blocks.
The House of Kingdoms
Kingdom representants
The Kingdom Representatives (House Members) are members of Nex Imperio who have been selected to
represent their kingdoms' interests in the Nex Imperio leadership. Each kingdom has one (1) Kingdom
Representative, who is the kingdom member who has reading, writing and voting access in the House of
Kingdoms.
